Question text Is the apartment or flat... in a building with less than 10 dwellings, or in a building with 10 or more dwellings?<p> A building is an independent structure with one or more dwellings enclosed by a roof and external walls. Each house in a row of terraced houses counts as one building. Flats with more than one entrance count as one building only if all flats are accessible from each entrance.
