Question text There are different ways of paying for road use. One way is to charge people a set amount of road tax regardless of how much they use the roads. Another way is to charge people according to how much they use roads, which roads they use and when they use them. Please tick one box for each of these statements to show how much you agree or disagree. People who drive at busy times, only do so because they have no other alternative.
