Imagine you were in charge of the NHS budget. You have 40 'beans' or
counters that you can allocate between the four areas on the card. You
can allocate them to one, some or all of these areas. So, for example,
if you think all areas should have the same
amount of spending they would get 10 beans each. The more you give to an
area, the bigger the impact.
