Question text Frank was a soldier in Afghanistan before returning to his home town of Belfast. Before joining the army he was on the waiting list for a Housing Executive house but because he spent so much time away from home, he had to go back to the bottom of the housing waiting list. Do you think that it would be fair or unfair if the rules allowed Frank to keep his place on the waiting list and not have to start again?
